This ONE thing people do when it rains drives me buggy. How hard can it be to remember to turn on your HEADlights when you turn on your wipers? NOT your parking lights, NOT your daytime running lights - your HEADLIGHTS. Not only is it a safe practice, it's Virginia law, and has been for many years now!
I'd love to see a police officer or even a State Trooper pull someone over and ticket them for this - maybe then they'd get the message, and even pass it on to their co-workers, family and friends! Or, conversely, Virginia could bite the bullet and pay to mail informational notices to drivers when they send them their license renewals.
